CBIRS Request 2327

Community Budget Issue Requests - Tracking Id #2327
OSHG Generation

Requester: George Gretsas, City Manager Organization: City of Fort Lauderdale

Project Title: OSHG Generation Date Submitted 1/12/2006 3:52:14 PM

Sponsors: Atwater

Statewide Interest:
This project is regional in scope. The City of Ft. Lauderdale's Fiveash water treatment plant currently uses elemental chlorine gas as part of the disinfection process. The existing chlorine system is composed of a 90-ton rail car and 10 tons of chlorine stored as 1-ton containers. An On-Site Sodium Hypochlorite Generation System will provide a saver method of disinfection required in the treatment process.

Fort Lauderdale 33301   Contact email: JLeonard@Fortlauderdale.gov

Counties: Broward

Gov't Entity: Yes Private Organization (Profit/Not for Profit):

Project Description:
The City first began to explore alternatives to chlorine gas because of the regulatory requirements of the Risk Management Program and the safety concerns associated with chlorine gas. The safety concerns have been magnified since September 11th. With the increased threat of a terrorist attack on the 90-ton rail car a real possibility the City of Ft. Lauderdale has moved forward and chosen to procure an On-Site Sodium Hypochlorite Generation System (OSHG).

Is this a project related to a federal or state declared disaster? No

Measurable Outcome Anticipated:
In 2004 the City hired the consulting firm of Hazen and Sawyer to review (along with City staff) the alternative disinfection methodologies available for water treatment. After conducting an extensive telephone survey, several site visits around Florida and a 20 year present worth analysis comparing technologies it was determined that OSHG was the most cost effective and reliable solution to provide the disinfection required for the Fiveash water plant.
