Statewide Interest: |
The Governor appointed a committee (the Governor's Health Information Infrastructure Advisory Board) in AHCA in 2004 to promote and invest in the development of the Florida Health Information Network. The Board envisions that the FHIN will be created by first creating of regional electronic health information infrastructures, such as the All-Care system, and then linking them electronically into an overall state network. The purposes are to increase access to health care information, to help control Medicaid costs, to improve public health and health care planning, and to improve care for a growing population. |

Project Description: |
This project will facilitate the development of a new community health information system. It will allow clinics, hospitals, and physicians who treat Medicaid and uninsured people to use the Web to see where else they have been for care, what meds have been prescribed, and what their health and mental health diagnoses have been. This will save time and money, will reduce medical errors, and will allow providers to refer patients who have been getting primary (non-emergency) care in emergency rooms to clinics and doctors who also treat them, clearing space in clogged emergency rooms for patients who really need to be there. The electronic health records that will be built are compliant will all federal and state privacy laws, including HIPAA. |

Measurable Outcome Anticipated: |
We will have at least 250,000 uninsured and Medicaid patients in our All-Care system by the end of 2007. We will add over 5,000 patient visits per week. We will create at least two new disease management programs for patients with chronic health and mental health conditions. Clinicians who use the system will report improvements in care continuity, and in their ability to treat patients. |
