Pursuant to Governor Jeb Bush's top priority of creating a state "culture of preparedness" with regards to emergency response to natural disasters, the City of Miami, with over 350,000 population, needs a center where federal, state, and local authorities can gather and run daily emergency operations.

Project Description:
The Emergency Operations Center will function as a central location for the governing and response of the City of Miami during emergency response periods. Currently, the City of Miami does not have a stand alone emergency operations center. Additionally, the County emergency response center is outside the City of Miami and several miles from the urban core. During the hurricane season of 2005, specifically post Hurricane Wilma, the City of Miami City Hall became inoperable and city government functions had to be shifted to a room in the fourth floor of the police station where a makeshift operations center was assembled. Given traffic conditions and the need to be close to where the response is most needed (coupled with the need to be within City limits) use of the County EOC miles away is not a viable option. The City of Miami has needs an independent centralized location from where government and emergency personnel can run its emergency operations and response plan.

If yes, which declared disaster? The need for a City of Miami Emergency Operations Center arises from the several federal declared disasters related to hurricanes making landfall in the South Florida area, most recently Hurricane Wilma.

Measurable Outcome Anticipated:
Because of its large population, the City of Miami needs to have a central location from which its government and emergency planners and responders can react and govern in the case of a natural or manmade emergency, and should not have to rely on County facilities that are outside the City and several miles away from the urban core. Moreover, the emergency operations center will complement the City's efforts to continue its culture pf preparedness as evidenced during its quick and independent response to the hurricane season, including its swift response to Hurricane Wilma.
