Project Description:
The current Orentation/ Intake/Visitation/ Administrative Building at Peace River Outward Bound Program (PROB) houses several program components, including intake services, family visitations, master control, student orientation, student records, and the administrative services for the base. The current building has 2 offices and an open clerical area. In addition, there is a restroom/office supply closet that also must be used as the location in which a search is conducted of a newly admitted youth to the program. The existing structure is completely inadequate for the services that must be performed in the area. The need for an appropriate intake area is critical as a part of an effective orientation process for youth admitted to the program and to ensure that the program can comply with the service delivery as outlined in the contract with DJJ. Currently the intake/orientation must be conducted in an area that is highly congested and public, which is not in the best interest of the youth. There are also inadequate facilities for visitation for youth and their families or for Juvenile Probation Officers that need to meet with the youth. In many cases these visits/meetings must occur in an outdoor area, which has limited privacy and is unacceptable in heat and bad weather. The current building also houses the office for the Program Director, Office Manager and records clerk. All student files are maintained in this building. As the program has grown this building has not had any work on it to meet the continued expectations of the department. Additionally, this is the only building that can be accessed during a flood. The program has continually worked to make the most efficient use of the space; however, at this point it is beyond the ability to be adequately house the services that are needed to address the needs for the youth in the program. The facility is state owned. Outward Bound is requesting funds for the state to address this issue. The PROB would work with the DJJ to coordinate the construction of a new Intake/Orientation/Visitation/Administrative building at the program. There are no existing funds within the PROB contract to construct these buildings. Outward Bound has requested replacement of this building in the past. At that time it was estimated that the cost would be approx $200,000. It should be noted that one of the practices in this area of the state is the use of prisoners to work on DJJ facilities. If this is done for this project is could reduce the cost of this proposal.
