Our initiative to mentor the parents of 1st time juvenile offenders as referred through pre-trial diversion programs in the 6th and 13th Judicial Circuits can eventually be replicated in other judicial circuits. By giving these parents the experiential tools to develop and implement their own strategy for preventing their child from committing subsequent offenses, this application of the Family Referral Network telephone mentoring service will strengthen existing efforts by pre-trial diversion programs and other juvenile justice services. Furthermore, a Mentor's insights will address issues that impact the entire family, particularly those that may have contributed to the initial offense.

Project Description:
Our Parental Mentoring Initiative will connect parents of first-time juvenile offenders to people who have successfully endured similar challenges, and their ongoing telephone dialogue will also address wider family concerns. By empowering qualified local residents to be "their brother's keeper," the initiative will significantly reinforce law enforcement and juvenile justice efforts in the 6th and 13th Judicial Circuits without duplicating services such as CINS/FINS or THINKids. It will focus on resolving dilemmas that involve academics, discipline, and peer pressure, along with parenting, lifestyle, relationships, stress, and other issues. Secular and faith-based organizations will also be encouraged to join in this initiative to reduce the incidence of juvenile crime. Its success will enhance the stature of the Department of Juvenile Justice in a prevention context, and create a model to be replicated elsewhere. This initiative will be implemented on a limited basis beginning January 1, 2006, and is analogous to the Governor's program to mentor children of incarcerated parents.

Measurable Outcome Anticipated:
When funded as a bilingual service to the extent indicated below, 93% of mentored parents will develop and implement crime-avoidance strategies that will enable 94% of 1st time juvenile offenders to avoid re-offending within one year. 100% of Family Referral Network dialogues will address external issues that impact the entire family, and 91% of mentored parents will significantly improve their parenting skills as a result.
