The purpose of this Community Budget Request is to stimulate the economic development and neighborhood revitalization of neglected communities in Florida Legislative District 59 through a comprehensive assessment of the District and to produce a Best Practices model to be duplicated in order to improve other comparable districts statewide that are currently experiencing similar sustained economic hardship and neighborhood decay.

Project Description:
IREPA-Data Contacts proposes a comprehensive study of Florida�s Legislative District 59 entitled the Florida Communities Assessment & Economic Development Project. The purpose of the study is to assess the conditions that affect District 59, construct a comprehensive plan-of-action for stimulating district-wide development, and to outline Best Practices for the community revitalization in District 59 and throughout the Florida. Florida�s 59th Legislative District has been recognized as one of the poorest throughout all of Florida. Coincidently, the District is home to a number of extensive redevelopment projects in the City of Tampa that often gloss over the District�s hardships. The District is of strategic significance to local governments, Central Florida, and the entire state. The proposal is for a two-phase, four-year empirical analysis of the critical conditions and trends confronting residents, communities, and businesses of District 59. The project provides for a strategic assessment of social and economic conditions in order to chart a development strategy that links the numerous local redevelopment projects with community-based efforts directed at improving the District. Second, the study will design and adopt a best practices model based on community development instruments that have been successfully used to remedy critical socio-economic problems in similar areas of the state.

Measurable Outcome Anticipated:
Assessment Objectives: 1. Perform a District-wide profile. The study will locate and assess the demographic trends, socio-economic patterns, vital infrastructure, transportation and public service capacity of the district by utilizing geographical information systems (GIS) models. 2. Outline the historical development of District 59. The study will incorporate a historical analysis of District 59 in order to generate a baseline for measuring the many critical factors and responses that have more recently impacted communities in the District. 3. Construct an electronic platform for District 59 profile. In order to craft solutions that reflect the diverse realities of District 59, the study will develop a technology-based platform for illustrating distinct district-wide characteristics. The study will profile prominent district indicators geographical factors, neighborhood idiosyncrasies and levels of organization. Assessment Outcomes: 1. Develop an electronic platform for GIS models that illustrate the vital statistics and resources of District 59 communities. Create web-based GIS models for population measures, housing demand, vital infrastructure, and public service capacity to be utilized by local agencies, service providers, and community groups. Create technical assistance team for facilitating training workshops for system users. 2. Coordinate the development of a District 59 Electronic Profile Platform (EPP) that compiles and makes available socio-demographic, socio-economic, economic growth, quality-of-life, health and education characteristics. Create an electronic database that measures and tracks socio-demographic, socio-economic, economic growth, quality-of-life, health, and education characteristics to be utilized by local agencies, service providers, and community groups. Create technical assistance team for facilitating training workshops for system users. 3. Provide comprehensive annual report on research findings, recommendations and revisions for subsequent years of the study. 4. Disseminate District 59 research findings and recommendations by convening an annual conference focusing on the status of District 59. 5. Produce scholarly publication documenting District 59 research findings and recommendations. 6. Visually document District 59 communities, conditions and redevelopment strategies. Best Practices Objectives 1. Identify local community development models. The study will evaluate developmental models and approaches utilized in non-District 59 communities and neighborhoods located in Hillsborough County and the City of Tampa. Specific �lessons� and strategies will be identified and, when useful, consulted for the purposes of informing development and revitalization in District 59. 2. Identify economic developmental models. An examination of legislative districts in the State of Florida and the southeastern region of the United States will serve, along with assessment findings and local dynamics, as a foundation model building. The study will compare and contrast similar legislative districts in Florida and the region, including Orlando, FL; Miami, FL; Atlanta, GA; Raleigh, NC; and Louisville, KY, and examine the models and strategies employed therein. Best Practices Outcomes: 1. Develop Best Practice model based on a comprehensive evaluation of economic development and revitalization models employed in District 59. Create survey instruments for evaluating successful development and revitalization models. Identify a Best Practice strategy for revitalizing selected District 59 neighborhoods strategically located in the Central Park District, Palm River, Progress Village, West Tampa, East Tampa 40PthP Street corridor, and North Tampa�s Nebraska Avenue corridor and that can be duplicated throughout the State of Florida. 2. Construct a Best Practice model for improving coordination and communication between local developers of revitalization projects throughout the City of Tampa, local agencies, and policymakers representing District 59 communities. Create a taskforce for facilitating training workshops and planning sessions for coordinating redevelopment and revitalization strategies for District 59. 3. Develop an electronic platform for Best Practice model-building assessments. Create web-based system that illustrates models, strategies and results of economic development and community revitalization efforts in targeted state and regional cities of Orlando, FL; Miami, FL; Atlanta, GA; Raleigh, NC; and Louisville, KY. 4. Present annual reports on the Best-Practice model for economic and community development research, policy formation and implementation 5. Disseminate District 59 Best Practice models by convening an annual conference focusing on the status of District 59. 6. Produce scholarly publication documenting District 59 Best Practice models.
