The �Florida Neighborhood Blueprint Delinquency Prevention Initiative� is a community based response to inner city youth crime, disproportionate minority over-representation of children of color and in response to the graduated levels of juvenile offenders into the adult penal system. This coordinated effort is also in compliance with F.S. 985.601, which obligates the Department of Juvenile Justice to �develop and coordinate comprehensive services and programs for the prevention, early intervention and treatment of delinquent behavior as an alternative to more costly restrictive settings. Research has identified that reaching youth early reduces the likelihood that they will enter the juvenile justice system. This initiative engages localized community based stakeholders who have a vested interest in realizing a reduction in juvenile delinquency/acts of violent crime. Finally, this initiative is in direct response to the Florida Department of Juvenile Justice�s Blueprint Commission recommendation # 30. |

Project Description: |
The �Florida Neighborhood Blueprint Delinquency Prevention Initiative� will provide direct prevention & intervention services to youth and families targeted in ten (10) high crime neighborhoods in Orange, Hillsborough, Pinellas, Miami-Dade, Palm Beach, Broward, Brevard, Polk, Volusia and Duval Counties, based on FDJJ�s crime mapping zip code data�. The aforementioned counties according to FDJJ 2006/07 Juvenile Profile Data represent approximately sixty (60%) percent of all juvenile arrests for the entire sixty-seven (67) counties in the state of Florida. Service will consist of providing an array of services that will preserve the unity and integrity of family units that reside in socio-economically disadvantaged communities. Services will also consist of providing family counseling services to families in crisis. In home counseling services will be provided by qualified and credential personnel that will address youth behavioral disorders, truancy, mental health referrals, family counseling and youth employability skills training and youth employment placement referrals. This initiative will also work with the respective juvenile probation circuit offices to identify siblings of youth presently under the supervision of the department, in an effort to redirect/prevent sibling of delinquents from following the same delinquency path, thus breaking the cycle sibling emulation. |

Measurable Outcome Anticipated: |
The measurable outcome will be that;
� Seven Hundred (700) youth and/or units of family/guardians will receive an array of the aforementioned services throughout the fiscal year 08-09.
� One Hundred percent (100%) of youth will be screened/assessed based on identified individual and community risk factors,
� Fifty percent (50%) of youth will not be referred to the juvenile system within one year of receiving services,
� Fifty percent (40%) of all program participates will have parent/guardian/significant mentor involvement
� Ten percent (10%) of age appropriate youth will become gainfully employed
