Project Description:
Apalachee Center proposes the re-funding of the Apalachee Short-Term Residential facility (SRT) facility. This 16-Bed Baker Act Receiving Facility serves the eight county area encompassed by the 2nd Judicial Circuit as well as Madison and Taylor Counties, and is focused on short-term residential treatment for those Florida citizens who continue to meet Baker Act criteria for involuntary hospitalization due to mental illness, and who may have been referred to a state hospital. Often, beds within state hospital facilities are unavailable when needed most, and individuals suffering from severe and persistent mental illnesses are obliged to continue to reside within crisis stabilization units while awaiting transfer. Unfortunately, crisis stabilization units are programmatically and statutorily designed to provide acute treatment, without being designed to provide longer-term, more comprehensive therapies that are often required by the most severely compromised individuals in this population. Short Term Residential Facilities are programmatically and statutorily designed to accommodate individuals needing this level of residential care from 3-6 months, and are ideal bridges between crisis stabilization units and longer term state hospitalization. In addition, research in this field clearly indicates that individuals who are able to be treated for somewhat longer periods in the same facility have significantly better prognoses for avoiding recidivism. This facility was initially fully funded in non-recurring dollars in 2007-2008, but funding was not renewed in the most recent legislative session. Analysis of recent inpatient and crisis stabilization unit admission trends strongly indicates that expanded short term residential capacity could serve to alleviate the current high rates of crisis stabilization unit space, while providing a significantly more appropriate setting for some of Florida's most psychiatrically impaired citizens.

Measurable Outcome Anticipated:
Florida citizens dealing with severe and persistent mental illnesses will have a much greater level of access to intensive short-term, residential care which will measurably reduce the incidence of homeless mentally ill individuals without treatment, in the community. In addition, greater levels of access include a lower incidence of untreated consumers of mental health services who may be involved with local law enforcement, and who tend to be disproportionate utilizers of law enforcement services.
