Project Description: |
A $479,610 allocation is being requested for the Miami-Dade County Homeless Trust in collaboration with the Miami Dade County Department of Human Services for the provision of additional residential treatment beds for dually-diagnosed homeless defendants who are suffering from psychiatric and substance abuse. This allocation will support the addition of 18 specialized residential treatment beds for the Homeless Trust and will assist the Miami Dade County Homeless Assessment, Referral and Tracking (HART) diversionary and case management program�s homeless defendants in need of residential treatment as a condition of their pre trial release from the Miami-Dade County�s correctional system. This allocation will also assist in increasing the number of homeless defendants released under the supervision of the HART program as a pretrial alternative to incarceration. Additionally, this allocation will reduce the number of dually-diagnosed homeless defendants being released to their own recognizance, to the address of a shelter for a limited stay without treatment or to the streets. This investment in supervised residential treatment beds for the dually-diagnosed homeless defendants will bring about a reduction in this population�s re-arrest rates and generate savings to the Miami-Dade County system by lowering police involvement, correctional processing and housing costs. |

Measurable Outcome Anticipated: |
This infusion of this funding allocation to the Miami Dade County Homeless Trust will assist the HART program by providing an additional 18 of needed countywide dually-diagnosed beds for the homeless dually-diagnosed defendants and has the potential of saving the Miami-Dade County system enough money in the short and long-term to pay for itself. It is envisioned that the following departments would be positively impacted as follows:
a. Corrections and Rehabilitation Department - Specific cost savings in the correctional segment due to a reduction in costs for processing, incarcerating and treating dually-diagnosed homeless persons.
b. Police Department-This segment will experience staffing cost savings by reducing the �revolving door� cycle and in turn resulting in a decrease in their involvement in arrests and re arrests of the dually diagnosed population.
c. Human Services Department - This segment will experience a increase in treatment residential services for this target population.
