The State of Florida is required by Section 303(d) of the Federal Clean Water Act to develop total maximum daily loads (TMDLs) for impaired water bodies. This project addresses the quality of stormwater runoff impacting a water body currently on the State's TMDL list.

Project Description:
Pipe 4380' of existing stormwater ditch that is impacting Beatty Bayou, a TMDL impaired water body. Also halt erosion of the ditch banks and eliminate the current safety hazard to pedestrians and motorists.

Describe, specifically, how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
This project will reduce pollutant loadings into Beatty Bayou, which is identified as a TMDL Impaired Water Body according to the Florida DEP and noted on the attached map. In turn, the project will reduce pollutant loadings into North Bay that is considered a part of the St.Andrews Bay System, which is recognized by the FLDEP as a priority water body within the Northwest Florida Water Management District. This will be achieved with a series of treatment swales and catch basins that will greatly reduce the amount of suspended solids now being deposited into Beatty Bayou and the St.Andrew Bay System. The proposed project will include piping the ditch and installing catch basins. Retention treatment swales will be constructed above the catch basin areas to capture as much stormwater runoff as possible prior to the stormwater being deposited into the culvert pipe. Stormwater deposited into the culvert pipe will have sediment filtered utilizing sump sediment traps. This process will significantly enhance the quality of the stormwater being deposited in North Bay. The City of Lynn Haven has entered into a consent order with the FLDEP identified as OGC file No.06-0805-03-DF. This consent order is in turn a permit that authorizes the City to install the stormwater treatment measures proposed within this CBIR. It should be noted that the existing ditch is extremely deep and runs along residential housing and directly across the street from a City park. The shoulder of the road is extremely narrow and is not even wide enough for the installation of guard rails. Over time, the continual erosion of the ditch bank will eventually result in a loss of the road. A more immediate threat is the potential for a vehicle to leave the road and plunge into the ditch or for a child to fall into the ditch after heavy rains. Piping of the ditch would alleviate these safety hazards in addition to reducing the suspended solids now being deposited into a priority water body.
