Project Description: |
The purpose of the Florida Disabled Veteran Business Initiative is to: 1) assist the State of Florida in meeting its proposed legislative goal to award 3% of state contracting dollars to Florida Disabled Veteran Businesses (FDVB), 2) generate new business opportunities for FDVBs through state and federal contracting opportunities, and 3) create economic development within Florida by bringing federal contracts and DVB set-asides to qualified Florida businesses.
Today there are more than 200,000 service disabled veterans living within Florida. In addition, 707 Florida businesses have been self-certified as a Service Disabled Business in the federal government�s Central Contractor Registration Database. More than likely there are numerous other Florida businesses that qualify for the status, but simply haven�t identified themselves yet as a service disabled business. In September of 2007, Florida Sen. Mike Fasano filed SB108 which set a goal for state government to award 3 percent of its overall contract dollar amounts to disabled-veteran business enterprises. If funded the Florida Disabled Veteran Business Initiative together with SB 108 would help these businesses boost sales, spur growth, and increase employment.

Measurable Outcome Anticipated: |
The Florida Disabled Veteran Business Initiative will achieve the following four outcomes: (1) 500 FDVBs will be formally registered with the State of Florida and the federal Veteran�s Administration, (2) 3,000 procurement opportunities will be located for these businesses, (3) 200 bids/proposals will be submitted by FDVBs in response to these opportunities, and (4) $1 million in new contract awards to FDVBs.
These objectives will be achieved by undertaking the following: (a) Outreach efforts to identify potential FDVB companies, (b) One-stop assistance in registering FDVBs into the following contracting databases: Central Contractor Registry, Veteran�s Administration, Association for Service Disabled Veteran Businesses, and the State of Florida�s Vendor system, (c) Creation of a unified and intuitive FDVB locator service that would maintain detailed information regarding specific FDVBs that would be used by local, county, state and federal contracting authorities, as well as prime government contractors, (d) Identification and notification of specific contracting opportunities to FDVBs from TRDA based upon core competencies, (e) Education and training seminars specifically designed for FDVBs to assist them with certification and responding to contracting opportunities in their industry, (f) Promotion of FDVB initiatives via economic development networks, press releases, trade shows, newsletters, internet portal, and public awareness media campaigns, (g) Coordination with state governmental bodies to pursue FDVB contracting goals at a state level, and (h) Annual independent third-party measurement of the initiative�s effectiveness through assessment of new contracting dollar values and jobs created and/or retained.
