Statewide Interest:
Provide wastewater service to commercial areas and new subdivisions. The need was documented in the City's Wastewater Infrastructure Evaluation and Alternatives Analysis as well as FDEP consent order case # 05-2054. This project will improve the environment by reducing groundwater pollutants to properties in the Ichetucknedd Springs Basin within Columbia County and allow for future economic development within the States Rural Area of Critical Economic Concern (RACEC).

Project Description:
Construction of a new wastewater reclamation facility/collection and transmission system to provide wastewater service to commercial and residential development within the City's designated service area. Provide water, sewer, reclaimed reuse, and aquifer recharge to properties in the Ichetucknee Springs Basin within the County of Columbia.

Measurable Outcome Anticipated:
Elimination of septic tanks throughout the city's designated service area, increased property values, economic development within the States Rural Area of Critical Concern (RACEC) and the provision of wastewater service. To meet all FDEP community requirements, protect the Ichetucknee Springs Basin - provide recharge. Reduce overall construction costs of project to minimize rate impact to local rate payer for the preservation of a state resource.

Describe, specifically, how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
Ichetucknee Protection Plan - The Master Plan is based on minimizing negative impacts on groundwaters that drain to Ichetucknee Springs. Components of this plan include the following: Groundwater Quality: i. PAT system to reduce consumptive use of groundwater (reduce well field pumping for yard and gold course irrigation) thereby improving spring base flow. ii. Aquifer Recharge - Use of the AWT/PAT reclaimed water for augmentation of the Florida Aquifer to enhance base springflow during extended droughts. Augmentation would be via spray irrigation and groundwater flow to sand filled sinks at the: - Sisters Welcome Road Spraysite - Kicklighter Road Recharge Area Groundwater Quality: iii.Nitrogen - The primary water quality parameter of concern in protecting the Ichnetucknee is nitrogen. The Master Plan is based on reducing the amt of nitrogen originating from the regional wastewater system by: Providing AWT at the treatment plants which will reduce total nitrogen from 40 mg/l in the raw sewage to <3 mg/l in the reclaimed water. -Constructing a reclaimed water system which will reduce the volume of water and consequently the pounds of nitrogen applied to the sprayfields. -Use of sprayfields only for PAT backup, wet weather discharge, and aquifer recharge. Other WQ Parameters: The Master Plan objective is to achieve background WQ levels of Ichetucknee Springs water in the groundwater at the recharge sites. Groundwater monitoring wells will be installed at various upgradient and downgradient locations to monitor groundwater quality and track relative to the quality of Ichetucknee Springs. WQ monitoring will dictate the need to implement higher levels of treatment to minimize impacts to the Ichetucknee. Treatment Levels: Both the St. Margaret and the Kicklighter WWTP's will provide Advanced Wastewater Treatment (AWT) and Public Access Treatment (PAT). AWT will reduce nitrogen and phosphorous to less than 3 mg/l and 1 mg/l respectively to reduce nutrient loads to groundwaters in the Ichetucknee Basin. PAT will provide for tertiary filtration and high level disinfection (chlorination) for public health and safety.
