Statewide Interest:
A significant number of children are entering the juvenile justice system due to a lack of community-based child mental health services. Local, statewide and national statistics indicate that youth involved in the Juvenile Justice system are 65% to 70% more likely to have a diagnosable mental illness than the general population. As a result, mental health assessment, programming and services within the Juevile Justice System and community based care are overloaded and inadequate to meet the need. Youth with unmet menatl health needs entering the juvenile justice system are more likely to have multiple failed placements or commitments and subsequently penetrate deeper into the system. To interrupt this cycle, systems must be in place to identify and serve youth with mental health needs already in the system and divert youth from Juevenile Justice by early detection and intervention. Improved communication and coordination between the Juvenile Justice System and the Community Mental Health System has the potential to improve the delivery of mental health services and close gaps in services.

Project Description:
The primary goal of the Mental Health connections Program is to facilitate a communitywide collaboration of mental health providers, public entities, and Juvenile Justice programs to maximize mental health service delivery within the community. The program will fund a Mental Health Coordinator (contracted) whose role will focus on establishing a forum for community stakeholders and providers to develop a comprehensive system of care for children's mental health services. The initial phases of the project will emphasize evaluation of services currently provided inthe community and determining service gaps, duplication, overlap and potential synergies within the community. the Orang county Juvenile Justice Council will be utilized as the vehicle to bring together community partners and facilitate communication, coordination and strategic planning. Secondly, the mental health coordinator will develop and facilitate a Mental Health Case Staffing Committee comprised of local mental health providers. The Staffing committee's role is to provide technical assistance, specific recommmendations, information and referral to parents, probation officers, and other service providers.

Measurable Outcome Anticipated:
- 80% of local mental/behavioral health providers will be invited to attend the Orange County Juvenile Justice council system of care meetings within the first six months. - A Strategic plan to coordinate services for youth and close the gaps will be developed within 1 year - A comprehensive mental health resource directory is developed within 6 months and incorporated into the Community Service Centers 211 system. - The Mental Health Case Staffing committee will begin meetings within 3 months and will hold a minimum 2 committee meetings monthly thereafter, to provide technical assistance staffing for youth.
