Statewide Interest:
Many chemical dependency programs located in Palm Beach County and counties to the south, provide residential treatment services for local residents, as do counties in central Florida and on the West Coast. However, for residents on the Treasure Coast, there is currently no public sector provider of inpatient chemical dependency treatment services to serve the needs of residents of the four counties that comprise the Treasure Coast-Martin, St. Lucie, Okeechobee and Indian River Counties. Therefore, CARP requests support for a Proposed Inpatient Chemical Dependency Treatment Program in Ft. Pierce to meet a currently unmet need for a combined population, as estimated for 2006 by the US Census Bureau, as approximately 562,623. CARP provides a Continuum of Care of services at cost, to those in need. This proposed program will provide much needed services at a very low cost to a population who have very few resources and have nowhere else to go for treatment with very severe addiction problems. By serving the needs of Florida residents in underserved communities, we positively impact all the communities and help ensure that those residents do not negatively impact communities whose resources are already stretched beyond capacity, and for programs with long waiting lists to enter treatment.

Project Description:
CARP, Inc. is proposing an inpatient program to be located at 4891 N. US Hwy One, Ft. Pierce, Florida 34946, and will be licensed by the Florida Department of Children and Families as a level 2 residential program. Funding has already been approved by the Department of Children and Families for 12-beds, for a total of $210,010. Our request is for the Florida legislature to fund the match amount to operate all 36 beds for the first year of the program at $573,099. The total cost of operation of the program will be $783,109. The proposed property is currently being used as a motel with twenty (20) rooms and has a current capacity for 36 beds, which will be handicapped accessible. The program will be open 24 hours a day/7 days a week/365 days a year and maintain paid staff at all times. Patient admissions will take place between 9:00 a.m. and 3:00 p.m. Monday through Friday, This new program will add 13 full time staff and part time employees, including one Program Director, 4 counselors, 1 Maintenance worker, 1 Receptionist/Data Coordinator, 5 Behavioral Healthcare Technicians, 1 part time Medical Doctor, and 1 part time nurse. Clients will be in treatment for a minimum of 60 days, to a maximum of 180 days, depending upon the level of care. The residential program will serve citizens of District 15 with alcohol and drug abuse problems. Clients will first be assessed at one of the two existing CARP, Inc. assessment and outpatient programs in either Stuart or Ft. Pierce, to rule out active addiction or withdrawal from addiction and to determine the clients� eligibility, appropriateness and motivation for residential treatment. Each client will receive a medical examination and nurse assessment, including lab work, to assure for appropriate patient health and physical capability to participate in the program. Clients will participate in a highly structured treatment regime that provides for a minimum of 20 hours of direct clinical service activity per patient each week. The program will emphasize that all patients commit to an abstinence-based recovery, learn relapse prevention skills, and how to use social supports that are conducive to recovery, including 12-step group involvements. The clients� family members and significant others will be permitted visitation once a week, subject to their active participation in the CARP, Inc. Parent and Family Support Groups, held weekly at the outpatient facility locations. Clients who successfully complete residential treatment will be transitioned into the community at large as well as be referred to a CARP, Inc, outpatient program for continuing care and to prevent relapse. Factored at an 85% rate of utilization, at an average of 60 day stay, it is anticipated that the program will serve approximately 184 client annually.
