Project Description:
The City of Hallandale Beach is in the process of designing and constructing a water membrane plant which shall house the Emergency Operations Center (EOC). Due to the many concerns with Homeland Security, it is essential the City have a functioning EOC to maintain regional emergency operations headquarters for the safety of our water system, as well as other utilities. The City of Hallandale Beach can be subjected to hurricanes and other natural disaster and therefore this facility will be constructed to withstand a Category IV or V level hurricane. The Federal Emergency Management Agency (FEMA) recommends a design based upon a 200 mph three-second gust speed, or approximately a 150 m.p.h. fastest mile wind speed for shelters and EOCs for the Hallandale Beach area. The proposed water membrane structure will be designed for a 150 m.p.h. fastest mile wind speed and consist of a concrete-framed structure, reinforced concrete masonry units, with stucco finish, a cast-in-place composite roof, with roll down shutters to protect door, window, and other openings. The construction of this facility is $20,000,000.00.

Measurable Outcome Anticipated:
This facility will provide an operations center from which the City of Hallandale Beach will be able to provide for the health, safety, and welfare of its residents in the event of a Homeland Security related event, hurricane, or other natural disaster. The facility will provide the City with the means to provide a safe and stable water supply and other necessary utilities. The facility also provides the City with the necessary facility to coordinate pre-disaster preparation efforts and post-disaster rescue and recovery efforts.
