Project Description:
Drainage, flood protection and storage constitute CCWCD's primary duties. A fundamental element of the District's water management design is a four square mile reservoir which functions as temporary storage for storm water during rainy season. Currently, eight diesel powered pumps maintain the water levels in the residential area. These levels present major public safety concerns under extreme weather conditions. Hurricanes exacerbate the problem to disastrous levels. The permit pursuant to which CCWCD operates its water management system authorizes 10 miles of perimeter dike at elevation 31.5 with maximum storage up to elevation 26 to be served by 12 pumps. Only 5.5 miles of the dike have been constructed in accordance with said permit and only 8 pumps have been installed. Accordingly, storage is limited to 24 feet, which is below that permitted. SFWMD is investigating the storage of Lake Okeechobee regulatory releases at various sites. Currently, there are conveyance facilities in place which hydraulically connect the CCWCD reservoir to the Caloosahatchee River. With proper design and operation, the CCWCD reservoir has the potential to provide both flood protection and excess water storage. A cooperative agreement or a Memorandum of Understanding (MOU) would be developed to document the details of such an arrangement.
