Project Description:
The City Utility has developed a $200 M capital improvement plan (CIP) to enhance its wastewater treatment and disposal operations, with the main intent being to significantly reduce the nitrogen in the treated wastewater discharged at the Southeast Farm spray field and thus minimize the City's contribution of nitrogen to the aquifer and Wakulla Springs. The proposed treatment improvements, commonly referred to as "advanced wastewater treatment", are scheduled to be constructed over a 6-year period and will also provide treated wastewater that meets public access reuse standards and can be used for high water demand purposes. Specific wastewater treatment improvements include new headworks, pumping and screening equipment, primary clarifiers, upgraded aeration systems to provide nitrification/denitrification, high level disinfection facilities, membrane bioreactors, additional storage pond, and improved maintenance facility. The improvements will also include upgrades to the wastewater solids treatment process to produce Class AA biosolids that can be marketed and distributed as fertilizer or soil amendment. The City is planning to provide sufficient capacity in the biosolids treatment facilities to become a regional entity for the production of Class AA biosolids. The production of Class AA biosolids will eliminate the land spreading of the lower quality Class B biosolids, which have been identified as a major contributor of the nitrogen loading into the Floridan Aquifer and Wakulla Springs watershed. Specific biosolids treatment improvements will include four gravity thickeners, two digesters, two screw presses, two heat dryers, and biosolids loading and storage facilities. New housing will also be provided for the new treatment equipment.

Improved wastewater treatment to result in wastewater discharge quality meeting public access reuse standards; thus reducing nitrogen and other pollutants that could adversely impact the water quality of the recovering Florida Aquifer and eventually the Wakulla Springs and Wakulla River.
