Pursuant to Chapter 216.052(1), The Center for Community and Economic Justice, Inc. (CCEJ, INC.) is requesting funding for its subcomponent, Still Standing. The funding requested will aid in the continuation of services to the Pinellas County homeless population. The "Annual Report on Homelessness Conditions in Florida" (Florida Department of Children & Families' Office on Homelessness, 2006), has identified 4,385 Pinellas County residents that are homeless. The Pinellas County Coalition for the Homeless (PCCH)2007 Point-in-Time Survey indicated that 17% of homeless individuals in Pinellas County are labeled "disabled" or "chronically homeless due, in many instance, to problems with alcohol, drugs and mental health issues." Few supported/transitional housing facilities will accept individuals with substance related problems or mental health issues which is supported in the Gaps Analysis conducted by the PCCH.

Project Description:
The Center for Community and Economic Justice, Inc. (CCEJ) mission has been to empower people with debilitating conditions to overcome barriers by offering affordable housing and support services/ The support services offered are designed to assist the displaced adult achieve economic, physical, and spiritual freedom for the promotion and development of a stronger family and community life. Mach of 2004, Still Standing (a sub-component of CCEJ) operating as a faith-based, 501c3 non-profit organization openced its doors to address the issues of homelessness and its arrest. Through CCEJ, Still Standing offers a supported/transitional-housing program with a one hundred (100) bed capacity and serves approzimately 400 residents per year. These scattered residential sites are located in south St. Petersburg. The only criteria for admission are that the individual is an adult (18 years of age or older) male or female with no children and is in need of shelter. While at Still Standing, we address the needs of our participants, from the very basic and immediate needs to setting long-term goals. On-site we offer recovery support counseling, spiritual counseling, and 12 Step meeings; however, we refer the participant to a variety of other community partners and colleagues to fill in the gaps. For instance, to meet educational needs, we have partnered with the Pinellas County School Distric to offer on-site GED Preparation classes at our Employment Readiness and Resource Center. The GED classes are held three (3) times a week, two evening classes and one morning class, which are open and available to the general public. Our partners, and the service they provide are assets that are vital to our mission.

Measurable Outcome Anticipated:
Atleast 350 admissions will e achieved during the contract period of 12 months. Atleast 325 individuals will be placed in a Still Stabdubg transitional living facilitt for a period of atleast 90 days. 65% of all admitted individuals will successfully complete the Still Standing program by transitioning into permanent housing and maintaining employment post 6 months after discharge. 40% of Still Standing residents will successfully enter a substance abuse/mental health or co-occurring treatment program (residential or outpatient) upon 30 days from admission to the residential program.
