Project Description:
The project is generally described as the second phase of drainage improvements to N.E. 190th Street in the City of Aventura. The limits of the project extend approximately 1,400 lineal feet and is located east of Biscayne Boulevard and south of the William Lehman Casueway. The surrounding areas are comprised of the Aventura Government Center; a City Park; residential cummunities; a regional shopping mall; and commercial developments. Specific facilities to be constructed include 18" RCP drainage pipe with exfiltration trench that will inter-cnnect the exsiting drainge wells that are the primary source of flood protection for the roadway and provide water quality for the drainage basin.

Measurable Outcome Anticipated:
The proposed project involves a significant drainage improvement to an area that is subject to frequent flooding, especially during major rainfall events. Currently, drainage is provided within a series of isolated drainage wells that provide varying levels of flood protection. Two years ago the City provided inter-connects for two series of drainage wells in an effort to maximize the capacity of the wells and to minimize flooding. In the current phase of the project, all four wells will be inter-connected and an exfiltration sytem will be added to increase water quaility, reduce standing water and minimize localized flooding. The City anticipates that the proposed improvements will eliminate street flooding up to the 3-year storm event and reduce flooding by 50% up to the 10-year storm event. Furthermore, the City expects standing water to percolate and dissipate within 72-hours of a major storm event.

Describe, specifically, how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
The proposed improvements will include an exfiltration sytem aimed at providing water quality capacity for storm water runoff where currently none exist, which in turn, will reduce pollutant loadings to the ground water. Specific practices will include the pretreatment of the of surface runoff prior to discharge through the drainage wells and the installation of pollution retardant baffles. Discharge will be regulated through the use of baffles and/or weirs. It is intended that this project will result in reduced load reductions for suspended solids, total nitrogen, total phosphorus and other contaminants within the Intracoastal Waterway through the pretreatment of stormwater runoff and the provisions for water quality prior to discharge.
