Statewide Interest: |
Circuit 20 commits approximately 500 delinquent youths per year to residential commitment facilities. These youths eventually return to the community. Without adequate supervision and linkage to community resources (education, jobs, mental health, substance abuse treatement), these youths are at a high risk for recidivism and returning to commitment programs. Reductions in recidivism provide additional benefits in terms of reducing involvement with law enforcement and courts, as well as future adult criminal justice system involvement. |

Measurable Outcome Anticipated: |
Recidivism, as measured by subsequent adjudications/convictions, will be reduced by 5%, compared to a baseline recidivism rate of 42% (2005 Outcome Evaluation Report, DJJ). The average cost per slot is $5,780 with each slot serving 1 to 3 youths per year. The average cost for residential commitment is $34,669 per youth and can be as costly as $226,104 per youth. The savings recognized by implementing quality post commitment programs to reduce recidivism is evident when compared to the costs for commitment. |
