The program targets elderly who cannot afford to eat adequately, who lack the skills and knowledge to select and prepare well-balanced meals, who have limited mobility either to shop or to cook for themselves, or who have feelings of loneliness and rejection that have deprived them of the incentive to cook for themselves.
