Civil remedy.
636.052 Civil remedy.--In any civil action brought to enforce the terms and conditions of a prepaid limited health service organization contract, the prevailing party is entitled to recover reasonable attorney's fees and court costs. This section does not authorize a civil action against the department, its employees, or the commissioner or against the 1Department of Health and Rehabilitative Services, its employees, or the secretary of that department.
