Application for certification.

403.7841  Application for certification.--

(1)  To initiate the certification process, the applicant shall file five copies of an application for the proposed project in accordance with this section. The application shall include completed application forms and other supporting documentation which would be required by the department or any other relevant agency or local government to obtain any permit, approval, license, lease, consent of use, or other grant of authority which would have been applicable to the proposed project in the absence of ss. 403.78-403.7893. Each applicable form shall be completed in a manner consistent with requirements applicable to the relevant permit or authorization. The composite application required herein shall include at a minimum the following:

(a)  A description of the project including a map showing its location.

(b)  The means to be employed to attain compliance of the project with department standards relating to water quality, air quality, fish and wildlife, and cultural resources.

(c)  The means to be employed to attain compliance of the project with any other applicable agency standards.

(d)  A marketing analysis of the economic viability and economic benefits of the proposed project.

(e)  An analysis of transportation corridor impacts related to the proposed facility.

(f)  An analysis of the availability of adequate means for transporting hazardous wastes to a multipurpose facility established for the purposes of this section, particularly from small-quantity generators and very-small-quantity generators.

(2)  In order to avoid duplication of information provided in the composite application, the applicant may include cross-references from one form or one supporting document to another, provided that all required information is included in the application as submitted.

(3)  Within 7 days after filing the application with the department, the applicant shall provide two copies of the application as filed to each of the following: the Department of Community Affairs, the water management district which has jurisdiction over the area wherein the proposed project is to be located, the Department of Transportation, the Fish and Wildlife Conservation Commission, the Department of Health, the Department of Agriculture and Consumer Services, and the local governmental entities which have jurisdiction.
