Permission for weatherization; rules.
—Before a leased or rented residence is weatherized, written permission for the weatherization shall be obtained from the owner of the residence. The department shall adopt rules to ensure that:
(1)
The benefits of weatherization assistance in connection with a leased or rented residence accrue primarily to low-income tenants.
(2)
As a result of weatherization, the rent on the residence is not increased and the tenant is not evicted for a time period set by the department.
