Gold Coast Clean Cities Coalition & Fla. Suncoast Clean Cities Coalition to perform certain duties re pilot projects; provides for use of trust fund moneys; authorizes future fee increase; provides termination date.

Effective Date: 10/01/1997 if enacted by 3/5ths vote of membership of each house of Legislature
