Disabled Persons/Motor Vehicle Use; clarifies standards for accessible parking spaces & parking access aisles; provides that special motor vehicle license plate or parking permit issued by another state, district, or country is invalid re person who must have Fla. vehicle registration; increases amount of fine for illegally parking in parking space for disabled persons; amends provisions re issuance of disabled parking permits, etc. Amends Ch. 316, 318.18, 320.0842,.0843,.0848.
