Health Maintenance Organizations; establishes exclusive liability of HMOs; revises award of attorney's fees in civil actions under certain circumstances; provides additional criteria for certain provider contracts; authorizes civil actions against HMO by certain persons under certain circumstances; provides for liability for damages & attorney's fees; prohibits punitive damages under certain circumstances, etc. Amends 440.11, 641.28,.315,.3903,.3917. APPROPRIATION: $112,000.
