Education; provides for exceptions to rule, notice, filing, & public workshop requirements; provides exemption to certain proceeding requirements; provides for retroactive effect; renames home economics courses as family & consumer science courses; deletes rulemaking requirement re career education program; revises provisions re standards of basic skills mastery, etc. Amends Chs. 120, 228, 231, 232, 233, 236, 239, 240.
