FHP/Unlawful Solicitations; prohibits solicitation of funds or in-kind contributions while using name, symbols, colors, or initials of Fla. Highway Patrol without written permission of HSMV; authorizes department to develop procedures for applying for permission; provides penalty; provides that department's decision is final agency action subject to review; specifies unfair or deceptive acts or practices; provides penalty. Amends 321.03.
