Drivers/Speeding & Licenses; rescinds fine for speeds exceeding limit by 1-5 m.p.h. & replaces fine with warning; provides that fines for construction zone speed violations shall be doubled only under certain circumstances; deletes provision for revoking driver's license of owner or registrant of motor vehicle who does not provide required security for that vehicle. Amends 318.18, 627.733.
