Executive Branch of Government; abolishes HSMV & creates Highway Safety Dept.; transfers Driver Licenses Div. & Motor Vehicles Div. to Dept. of State; provides that Governor, rather than Administration Commission, may propose employee furlough plans; removes provisions which allow property appraisers to appeal budget decisions to Administration Commission; removes references to adoption by Governor & Cabinet of certain implementing rules of DOR, etc. Amends FS.
