Boating Safety; redefines "personal watercraft"; classifies all personal watercraft as class A-2 vessels; revises requirements for operation of personal watercraft re authorized flotation devices, times of operation, maneuvers constituting reckless operation, & minimum age for operation; prohibits lease, hiring, or rental to certain persons; requires all vessel operators to have certain photographic identification, etc. Amends Ch. 327.
