Property, Casualty, Surety Insurance; revises continuing education requirements for insurance agents; provides standards for determining whether rates are excessive, inadequate, or unfairly discriminatory; increases percentage of excess rates insurer may use for commercial insurance policies; sets standards for use of excess rates. Amends 626.2815, 627.062,.171.
