Human Rights Committees; provides legislative intent re duties & powers of Statewide Human Rights Advocacy Committee & district human rights advocacy committees; defines term "state agencies" for purposes of certain provisions; revises duties of district human rights advocacy committees to conform to expanded duties of statewide committee, etc. Creates 402.164; amends 402.166,.167.
