Partial-birth Abortion/Prohibited; prohibits physician from performing partial-birth abortion; provides certain limitations on prosecutions under such prohibition; provides that prohibition does not apply if procedure is necessary to save life of mother; defines term "partial-birth abortion". Amends 390.0111,.011.
