Telecommunications; requires certain local telecommunications companies to reduce their intrastate switched access rates; provides effective date for reductions; authorizes local exchange telecommunications company to petition PSC if it believes a reduction in intrastate switched access rates will impair its financial viability; provides for hearing; provides for determining company's achieved rate of return, etc. Amends 364.163.
