Motor Vehicle Title Loans; provides limitations on vehicle title loan transactions; provides for licensure of dealers making title loan transactions; provides for regulation by Banking & Finance Dept.; provides guidelines for operation of title loan businesses; provides grounds for discipline of licensees; provides for examination of certain records; exempts certain secondhand dealers from registering with DOR, etc. Amends 538.06,.09; creates 538.065,.067,.069.
