Blind Services; prohibits person from interfering with person who is engaged in training dog guide or service dog; provides penalties; revises provisions re Advisory Council for the Blind within LES Dept.; provides composition of council; provides for appointment of members; provides functions; requires preparation of resource plan; provides for staff; authorizes council to conduct forums & hearings; provides for open meetings, etc. Amends 413.08,.011.
