Foster Care/Privatization; defines terms "privatize", "related services", & "eligible lead community-based provider"; requires CFS Dept. to develop plan to accomplish statewide privatization within specified time period & to submit plan to Governor & to designated legislative officials by specified date; provides for model program for child protective investigative services to be initiated in specified districts, etc. Amends 409.1671; creates 415.5071.
