Emergency Management Planning; defines responsibilities of county health depts.in providing assistance to local special needs units or shelters; authorizes Health Dept. to adopt rules; provides minimum requirements for home health agency & hospice comprehensive emergency management plans; provides for plan review by local emergency management agency & other specified entities, etc. Amends 20.43, 252.355, 400.497,.610, 408.15.
