Health Care; establishes additional memory disorder clinics; revises authority of Elderly Affairs Department re contracts for specialized model day care programs at such clinics; authorizes dept. to contract for certain services; exempts certain providers from provisions of Health Care Service Programs; creates Panel for Study of End-of-Life Care; provides for membership & duties; requires report; provides for future repeal. Amends 430.502,.707.
