Drug-Free Postsecondary Educ. Act"; creates "Drug-Free Postsecondary Education Act"; provides definitions; requires suspension for specified period by public educational institution of student convicted of any offense involving sale, manufacture, distribution, possession, use, or trafficking of controlled substance listed in Schedule I, II, or III of certain provision; provides for forfeiture by student of certain academic credit otherwise earned or earnable, etc.
