Driver License Revocations; provides permanent revocation of driver license for murder resulting from operation of motor vehicle & for vehicular homicide; provides for petition for reinstatement under certain circumstances; provides for commencement of period of suspension or revocation for incarcerated offenders; provides penalties for driving while license is permanently revoked, etc. Amends 322.26,.271,.28; creates 322.275,.283,.341.
