Fla. Maximum Class Size Study Act; creates said act; requires school districts to reduce teacher-to-student ratio in certain schools; requires DOE to conduct study of efficacy of class size reductions; provides legislative goals; encourages school boards to install character-development programs in elementary schools. Amends 233.0612.
