School System Personnel; provides that salary schedules may be based upon certification by National Board for Professional Teaching Standards; provides requirements for counting years of service; provides for certification & specialization coverage for out-of-state teachers certified by said board; provides for payment of certification fees & approved leave from funds appropriated to DOE; provides for establishment of model peer assistance & review programs, etc. Amends FS.
