Protests & Contests of Elections; revises provisions re timeframes for filing election protests & requests for manual recounts & for filing contest of elections; eliminates protests of election returns in circuit court; specifies grounds authorized for contesting election; provides for service of complaint upon defendant & any other person named therein & provides timeframe for filing answer or response thereto, etc. Amends 102.166,.167,.168; creates 102.171.
