Telecommunications Services; provides for intrastate universal service support mechanism for certain purposes; provides criteria for rates for high-cost support; provides for discounted service for certain subscribers; provides for reducing intrastate switched access charges under certain circumstances; provides for reducing certain long distance rates under certain circumstances; requires provision of 911 service at certain levels, etc. Amends 166.231, 203.01, Ch. 364.
Effective Date: Upon becoming law except as otherwise provided
