Campaign Financing; revises definitions of terms "contribution", "independent expenditure", & "political advertisement"; eliminates provision that authorizes unrestricted expenditure of funds for purpose of jointly endorsing three or more candidates; provides limits on contributions to political parties; revises limits on contributions to candidates by political parties; provides penalties, etc. Amends 106.011,.021,.08,.087,.29; reenacts 106.19(1)(a).
