Community Colleges Facilities; authorizes community colleges to bond capital improvement fees for financing or refinancing equipment, renovation, or remodeling of educational facilities; limits terms; provides additional allowable uses; authorizes community college boards of trustees to issue revenue bonds for purpose of equipment, renovation, or remodeling of educational facilities. Amends 239.117, 240.35,.319.
