Boating Safety/Emergency Responses; redefines term "authorized emergency vehicles" to include reference to vehicles of DEP; redefines term "operate" re vessels; revises language re operation of vessel while under influence; restores penalty for refusal to submit to chemical or physical testing; revises language re vessel safety regulations, equipment & lighting requirements to clarify responsibility for compliance, etc. Amends 316.003, 327.02,.352,.50,.731; creates 327.35201.
